The problem as been resolved already for a while now in the source code within the source control. The current server(PServiceBusSetup.exe on the download page) executable download does not have the solution yet since it was generated before the fix.

Please download the latest code from source control: https://pservicebus.codeplex.com/SourceControl/list/changesets and run the build.cmd then use the output(PServiceBusSetup.exe) of the build.cmd which is located in the Installer/Script/ folder of the source control that you download.

In addition to building from source. Since you are using the trial license, you can copy the license in the root folder of the source you download. By doing so, when the build.cmd is ran it will put the license file in the correct folder while building the PServiceBusSetup.exe for you.

So when the installer is ran, you will not need to the extra step of deploying license files again.
